Details of new Hamas-Fatah reconciliation deal to be announced this afternoon

"Any reconciliation between the (Fatah-dominated Palestinian Authority) and Hamas must include a commitment to worldwide agreements and to the conditions of the Quartet, first of which is recognising Israel and demilitarising Hamas", the official said in the Israeli government's first reaction to the deal signed in Cairo.

Negotiators also agreed that control of the Gaza side of the border crossing with Egypt would be handed to Hamdallah's government, said a senior Hamas official who spoke on condition of anonymity, also pending the formal announcement. Hamas leaders have said they would not disarm as long as Israel occupies Palestinian land.

The deal envisages that the national unity government will have full powers in all Palestinian territories - in the West Bank and Gaza - by December 1.

The two sides began meeting in the Egyptian capital on Tuesday with the aim of ending the crippling decade-old split between the rival factions.

An Egyptian source close to the talks said intelligence chief Khaled Fawzi had followed the negotiations closely.

The official was referring to the diplomatic Quartet on Middle East peace, which includes the United Nations, the United States, the European Union and Russian Federation. Internal Palestinian strife has been a major obstacle to peacemaking, with Hamas having fought three wars with Israel since 2008 and continuing to call for its destruction.

Al-Ahmed highly appreciated the Egyptian role and keenness to achieve Palestinian reconciliation, stressing that Egypt is the sponsor of the Arab national security, including the Palestinian security.

Egypt has also agreed to provide fuel to the Gaza Strip for electricity generation.

Over the past decade, each side deepened control over its territory, making it increasingly hard to forge compromises and repeated attempts at reconciliation failed.

But the move was seen as mainly symbolic, with Hamas still effectively in charge in the Palestinian enclave of two million people bordered by Egypt, Israel and the Mediterranean Sea.

Sticking points include control over the arsenal of Hamas' armed wing and the fate of thousands of Hamas public servants.
